My scrotum area has been really itchy.?

Over the past few days, my scrotum area has been really itchy. Sometimes it would be really itchy and other times it would be fine. After some time, the skin started to flake so I thought it be fine to just pick it off and then let it grow back. There is also no pain whatsoever so I thought everything would be fine after a while if I just washed it more thoroughly etc. Just now, I finished taking a shower and I found something on my pubes. I'm not entirely sure what it is but it resembled somewhat of a larvae.. Does this mean I have some sort of a bug biting me? I checked everywhere and that was the only one on me. I have no clue what in the world is going on. I then took a toothpick and began to poke at it but it didn't move at all. I did however pull it apart with the toothpick and it looked like there was some sort of tissue inside.. If it helps at all, there was some sort of a black part inside of whatever that was. Could it have been a booger? o.o
