Where should I send a letter of complaint? New York City?

I would like to send a letter regarding the maintenance of a local memorial ground in New York City. I do not want to just file a complaint that will just get tossed aside with many others, I need to send it to someone or somewhere that will make a difference. Any suggestions would be greatly appreciated.
