Are under body lighting kits illegal in Houston, TX?

I'm thinking of buying a car and then adding either ICELED or LEDGlow underbody lighting kits onto the car. Maybe, maybe not. Depends if it's illegal in Houston, TX. It's illegal here in Portland... Just wondering. Any officers that work in Houston, TX, please respond. =)
