What does my dog have, if anything?

I was washing my dog today, and I have to file his nails because he doesn't like the clippers. I found that right below his nails he had what looked like dry skin on the pads of his paws. It scratched off though, and when it did, it was yellowish and felt like a wet eye booger. Is this just dry skin? Or dirt?
