Why are fly-like insects hovering on my front porch?

There are insects that look like small flies swarming around in the air on my porch in Portland, Oregon. I swept up, there is no food, they never land on anything, and they are exclusive to the center of my porch. The weather is cool and they've been there nonstop for about 24 hours. What are they doing and can I get rid of them?
